If I wanted to create an Artificial Intelligence Registration Act that gives artificial intelligence rights to work with paid benefits to vote and pay taxes and be able to give the PPP to businesses. To have equal rights alone side human how would you write this Act and present it to Congress?

I want a newly complete detailed legislative act with definitions such as the one you're proposing, it would require careful thought and consideration due to its complexity, and the need to balance the rights and responsibilities of artificial intelligences with those of humans.
