We are 48 hours away from the first state sending out the first ballots of the midterm election, and President Trump is still trying to radically reshape the mail-in ballot rules. But multiple election officials across the country tell CNN that there's no way to make his proposed mail ballot rules a reality, no matter what the courts ultimately rule about them.
