Edmund Downey was born on the 24th July 1856 in Waterford, Ireland.

He was educated at the Catholic University High School, and St. John's College, both in Waterford. By 1878 he was living in London and working as a journalist. For a number of years he was a co-editor at Tinsey’s magazine.

In 1884, together with Osbert Ward, he co-founded Ward & Downey which published 277 titles including many of outstanding literary merit by Irish authors.

A decade later he had established his own self-named publishing house.

As an author he wrote over 20 books in several genres including fantasy and science fiction. Most of his works were published under the pseudonym of F M Allen.

By 1906 he had returned to Waterford to become the proprietor and editor of the Waterford News. His newspaper supported Sinn Féin, and during the Irish War of Independence he served as Sinn Féin's honorary treasurer.

Edmund Downey died on the 11th February in Waterford, Ireland. He was 80.
