Operational Planning Under Pressure A Practical Guide to Objectives, Risk, Resources, Communication, Execution, and After-Action Learning

By Evelyn Batungbacal

A plan can look excellent right up until real life touches it.

The supplier is late. The venue changes the room. One person has the latest schedule while everybody else has yesterday's version. A risk everyone discussed suddenly becomes real, and nobody remembers who was supposed to make the call. The operation still moves forward, but now the team is paying for every unclear decision with time, money, stress, or all three.

Operational Planning Under Pressure is a practical guide to building plans that people can actually use when the day gets busy.

This book focuses on the working core of an operation: a measurable objective, clear boundaries, named decision owners, realistic resource choices, visible dependencies, observable triggers, planned contingencies, clean handoffs, and scheduled review points. The method works for product launches, events, campaigns, field service, training programs, relocations, system changes, multi-team projects, and other civilian operations where several moving parts have to land in the right order.

You will learn how to turn broad goals into testable objectives, separate strategy from execution, and identify the few dependencies that can stop an otherwise good plan. You will also learn how to allocate people, money, equipment, information, and time according to the sequence of work rather than the neat categories on a budget sheet.

Risk planning gets a practical treatment. Instead of filling a register with vague concerns, you will connect material risks to observable triggers, named owners, pre-decided responses, and known tradeoffs. When conditions change, the team already knows what information matters and which decision comes next.

Communication receives the same treatment. The book shows how to define a single source of operational truth, assign decision rights, create sensible escalation levels, close the loop on critical instructions, and stop important changes from disappearing into chat threads.

Later chapters deal with the parts of operations that are often treated as side issues until they become expensive: operational security, physical safety, technology failures, scenario training, local and cultural adaptation, vendors, cross-team handoffs, supply chains, fatigue, stress, and coordination across separate organizations.

The book also gives you a way to learn after execution. After-action reviews are structured around evidence, process, outcomes, and owned improvements, so lessons move into the next plan instead of settling into a folder that nobody opens again. Inside the book, you will learn how to: - Write objectives that can be tested at the end of the operation. - Define scope and exclusions before adjacent work consumes the plan. - Separate strategic purpose from operational targets. - Map dependencies, constraints, and decision rights. - Allocate people, money, time, equipment, and information in execution order. - Build useful buffers without hiding weak process. - Convert risks into triggers and contingencies. - Create short intelligence updates tied to actual decisions. - Protect sensitive information without strangling coordination. - Build safety stop conditions into the working plan. - Design communication around decisions rather than software channels. - Give front-line teams useful adjustment authority. - Prepare backups for leaders and specialists. - Put legal, contractual, policy, and ethical boundaries where decisions happen. - Choose technology according to failure modes and fallback needs. - Run short simulations that expose weak seams before execution.
