Public health, housing, poverty, and immigration dominated social and political discourse in early twentieth-century New York, much as they do today. The Lower East Side provided an urban environment where infectious disease and other public health concerns flourished. One city block in particular, known in muckraking circles as “The Lung Block,” housed four thousand first- and second-generation Americans in dilapidated tenements where deadly tuberculosis spread uninhibited. The Lung Block looks at a 1903 reform crusade to demolish this working-class tenement neighborhood and replace it with a park. Progressive reformers aimed to confront the area’s moral and environmental dangers, but their conceptualization of the problem and methods for addressing it placed them into direct conflict with the hand-to-mouth priorities of the residents. The campaign and its eventual failure illuminate the formidable social barriers distancing urban reformers and the marginalized populations they intend to help.

Minnesota’s Twin Cities have long been powerful engines of change. From their origins in the early nineteenth century, the Twin Cities helped drive the dispossession of the region’s Native American peoples, turned their riverfronts into bustling industrial and commercial centers, spread streets and homes outward to the horizon, and reached well beyond their urban confines, setting in motion the environmental transformation of distant hinterlands. As these processes unfolded, residents inscribed their culture into the landscape, complete with all its tensions, disagreements, contradictions, prejudices, and social inequalities. These stories lie at the heart of Nature’s Crossroads. Urban Infrastructures creates space for an encounter between historians, humanists, and social scientists who seek new methodological approaches to the history of urban infrastructure. It draws on recent work across history, anthropology, science and technology studies, geography, resilience/sustainability, and other disciplines to explore the social effects of infrastructure. The volume rejects narrow conceptions of infrastructure history as only the history of public works, and instead expands the definition to all business enterprises and public bodies that provide the goods and services essential for the day-to-day lives of most people. Essays examine traditional artifacts such as roads, highways, and waterworks, as well as nontraditional topics like regimes of heating and cooling, the processing and distribution of food, and even the metaphysics of electromagnetic infrastructure. Contributors reveal both the material grounding of urban social relations and the social life of material infrastructure. In the end, they show that infrastructure profoundly reshapes urban life even as residents fight to reshape infrastructure to their own ends.

Built on an estuary, New York City is rich in population and economic activity but poor in available land to manage the needs of a modern city. Since consolidation of the five boroughs in 1898, New York has faced innumerable challenges, from complex water and waste management issues, to housing and feeding millions of residents in a concentrated area, to dealing with climate change in the wake of Superstorm Sandy, and everything in between. Any consideration of sustainable urbanism requires understanding how cities have developed the systems that support modern life and the challenges posed by such a concentrated population. Coastal Metropolis: Environmental Histories of Modern New York City

Known as the Windy City and the Hog Butcher to the World, Chicago has earned a more apt sobriquet—City of Lake and Prairie—with this compelling, innovative, and deeply researched environmental history. From the second half of the 1940s, when postwar reconstruction began in Italy, there were three notable driving forces of environmental change: the uncontrollable process of urban drift, fueled by considerable migratory flows from the countryside and southern regions toward the cities where large-scale productive activities were beginning to amass; unruly industrial development, which was tolerated since it was seen as the necessary tribute to be paid to progress and modernization; and mass consumption.

In his fourth book, Federico Paolini presents a series of essays ranging from the uses of natural resources, to environmental problems caused by means of transport, to issues concerning environmental politics and the dynamics of the environment movement. Paolini concludes the book with a forecast about the environmental problems that will emerge in the public debate of the twenty-first century.

Environment and Urbanization in Modern Italy

Motor City Green is a history of green spaces in metropolitan Detroit from the late nineteenth to the early twenty-first century. The book focuses primarily on the history of gardens and parks in the city of Detroit and its suburbs in southeast Michigan. Cialdella argues that Detroit residents used green space to address problems created by the city’s industrial rise and decline, and racial segregation and economic inequality. As the city’s social landscape became increasingly uncontrollable, Detroiters turned to parks, gardens, yards, and other outdoor spaces to relieve the negative social and environmental consequences of industrial capitalism. Motor City Green looks to the past to demonstrate how today’s urban gardens in Detroit evolved from, but are also distinct from, other urban gardens and green spaces in the city’s past.

Demographically, nineteenth-century London, or what Victorians called the “new Rome,” first equaled, then superseded its ancient ancestor. By the mid-eighteenth century, the British capital had already developed into a global city. Sustained by its enormous empire, between 1800 and the First World War London ballooned in population and land area. Nothing so vast had previously existed anywhere. A Mighty Capital under Threat investigates the environmental history of one of the world’s global cities and the largest city in the United Kingdom. Contributors cover the feeding of London, waste management, movement between the city’s numerous districts, and the making and shaping of the environmental sciences in the late nineteenth and early twentieth centuries.

Unnatural Resources explores the intersection of energy production and environmental regulation in Appalachia after the oil embargo of 1973. The years from 1969 to 1973 saw the passage of a number of laws meant to protect the environment from human destruction, and they initially enjoyed broad public popularity. However, the oil embargo, which caused lines and fistfights at gasoline stations, refocused Americans’ attention on economic issues and alerted Americans to the dangers of relying on imported oil. As a drive to increase domestic production of energy gained momentum, it soon appeared that new environmental regulations were inhibiting this initiative. A backlash against environmental regulations helped inaugurate a bipartisan era of market-based thinking in American politics and discredited the idea that the federal government had a constructive role to play in addressing energy issues. This study connects political, labor, and environmental history to contribute to a growing body of literature on the decline of the New Deal and the rise of pro-market thinking in American politics.

Unnatural Resources: Energy and Environmental Politics in Appalachia after the 1973 Oil Embargo

In January 1969, the blowout on an offshore oil platform off the coast of Santa Barbara, California, and the resulting oil spill proved to be a transformative event in pollution control and the nascent environmental activism movement. It accelerated the advancement of federal government policies and would change the way the federal government managed environmental pollution. Over the next three years, Congress worked to pass laws such as the National Environmental Policy Act and the Clean Water Act, and revolutionized the way that the United States dealt with environmental pollution. At the same time, scientists developed methods to detect chemical pollution that had been discharged into rivers and streams by industrial facilities.
 
Slick Policy presents an original and in-depth history of the 1969 Santa Barbara spill. Teresa Sabol Spezio provides a background of water pollution control, government oversight of federally-funded projects, and chemical detection methods in place prior to the spill. She then shows how scientists and politicians used public outrage over the spill to implement wide-ranging changes to federal environmental and science policy, and demonstrates the advancements to offshore oil drilling, pollution technology, and water protection law that resulted from these actions.

The Standard Oil Company emerged out of obscurity in the 1860s to capture 90 percent of the petroleum refining industry in the United States during the Gilded Age. John D. Rockefeller, the company’s founder, organized the company around an almost religious dedication to principles of efficiency. Economic success masked the dark side of efficiency as Standard Oil dumped oil waste into public waterways, filled the urban atmosphere with acrid smoke, and created a consumer safety crisis by selling kerosene below congressional standards.

Local governments, guided by a desire to favor the interests of business, deployed elaborate engineering solutions to tackle petroleum pollution at taxpayer expense rather than heed public calls to abate waste streams at their source. Only when refinery pollutants threatened the health of the Great Lakes in the twentieth century did the federal government respond to a nascent environmental movement. Organized around the four classical elements at the core of Standard Oil’s success (earth, air, fire, and water), Refining Nature provides an ecological context for the rise of one of the most important corporations in American history.

Refining Nature: Standard Oil and the limits of Efficiency

Many cities across the globe are rediscovering their rivers. After decades or even centuries of environmental decline and cultural neglect, waterfronts have been vamped up and become focal points of urban life again; hidden and covered streams have been daylighted while restoration projects have returned urban rivers in many places to a supposedly more natural state. This volume traces the complex and winding history of how cities have appropriated, lost, and regained their rivers. But rather than telling a linear story of progress, the chapters of this book highlight the ambivalence of these developments.

The four sections in Rivers Lost, Rivers Regained discuss how cities have gained control and exerted power over rivers and waterways far upstream and downstream; how rivers and floodplains in cityscapes have been transformed by urbanization and industrialization; how urban rivers have been represented in cultural manifestations, such as novels and songs; and how more recent strategies work to redefine and recreate the place of the river within the urban setting. At the nexus between environmental, urban, and water histories, Rivers Lost, Rivers Regained points out how the urban-river relationship can serve as a prime vantage point to analyze fundamental issues of modern environmental attitudes and practices.

Rivers Lost, Rivers Regained: Rethinking City-River Relations

A Negotiated Landscape examines the transformation of San Francisco's iconic waterfront from the eve of its decline in 1950 to the turn of the millennium. What was once a major shipping port is now best known for leisure and entertainment.

 To understand this landscape Jasper Rubin not only explores the built environment but also the major forces that have been at work in its redevelopment. While factors such as new transportation technology and economic restructuring have been essential to the process and character of the waterfront's transformation, the impact of local, grassroots efforts by planners, activists, and boosters have been equally critical.

 The first edition of A Negotiated Landscape won the 2012 prize for best book in planning history from the International Planning History Society. Much has changed in the five years since that edition was published. For this second edition Rubin provides a new concluding chapter that updates the progress of planning on San Francisco's waterfront and examines debates over the newest visions for its development.

By the mid-nineteenth century, efforts to modernize and industrialize Mexico City had the unintended consequence of exponentially increasing the risk of fire while also breeding a culture of fear. Through an array of archival sources, Anna Rose Alexander argues that fire became a catalyst for social change, as residents mobilized to confront the problem. Advances in engineering and medicine soon fostered the rise of distinct fields of fire-related expertise while conversely, the rise of fire-profiteering industries allowed entrepreneurs to capitalize on crisis. 

City on Fire demonstrates that both public and private engagements with fire risk highlight the inequalities that characterized Mexican society at the turn of the twentieth century.

City on Fire: Technology, Social Change, and the Hazards of Progress in Mexico City, 1860-1910

Throughout the nineteenth century, cholera was a global scourge against human populations. Practitioners had little success in mitigating the symptoms of the disease, and its causes were bitterly disputed. What experts did agree on was that the environment played a crucial role in the sites where outbreaks occurred. In this book, Michael Zeheter offers a probing case study of the environmental changes made to fight cholera in two markedly different British colonies: Madras in India and Quebec City in Canada. The colonial state in Quebec aimed to emulate British precedent and develop similar institutions that allowed authorities to prevent cholera by imposing quarantines and controlling the disease through comprehensive change to the urban environment and sanitary improvements. In Madras, however, the provincial government sought to exploit the colony for profit and was reluctant to commit its resources to measures against cholera that would alienate the city's inhabitants. It was only in 1857, after concern rose in Britain over the health of its troops in India, that a civilizing mission of sanitary improvement was begun. As Zeheter shows, complex political and economic factors came to bear on the reshaping of each colony's environment and the urgency placed on disease control.

Epidemics, Empire, and Environments: Cholera in Madras and Quebec City, 1818–1910

The beauty of the Hudson River Valley was a legendary subject for artists during the nineteenth century. They portrayed its bucolic settings and humans in harmony with nature as the physical manifestation of God's work on earth. More than a hundred years later, those sentiments would be tested as never before.In the fall of 1962, Consolidated Edison of New York, the nation's largest utility company, announced plans for the construction of a pumped-storage hydroelectric power plant at Storm King Mountain on the Hudson River, forty miles north of New York City. Over the next eighteen years, their struggle against environmentalists would culminate in the abandonment of the project.

Robert D. Lifset offers an original case history of this monumental event in environmental history, when a small group of concerned local residents initiated a landmark case of ecology versus energy production. He follows the progress of this struggle, as Con Ed won approvals and permits early on, but later lost ground to environmentalists who were able to raise questions about the potential damage to the habitat of Hudson River striped bass.

Lifset uses the struggle over Storm King to examine how environmentalism changed during the 1960s and 1970s. He also views the financial challenges and increasingly frequent blackouts faced by Con Ed, along with the pressure to produce ever-larger quantities of energy.

As Lifset demonstrates, the environmental cause was greatly empowered by the fact that through this struggle, for the first time, environmentalists were able to gain access to the federal courts. The environmental cause was also greatly advanced by adopting scientific evidence of ecological change, combined with mounting public awareness of the environmental consequences of energy production and consumption. These became major factors supporting the case against Con Ed, spawning a range of new local, regional, and national environmental organizations and bequeathing to the Hudson River Valley a vigilant and intense environmental awareness. A new balance of power emerged, and energy companies would now be held to higher standards that protected the environment.

Power on the Hudson: Storm King Mountain and the Emergence of Modern American Environmentalism

Urban Rivers examines urban interventions on rivers through politics, economics, sanitation systems, technology, and societies; how rivers affected urbanization spatially, in infrastructure, territorial disputes, and in flood plains, and via their changing ecologies. Providing case studies from Vienna to Manitoba, the chapters assemble geographers and historians in a comparative survey of how cities and rivers interact from the seventeenth century to the present. Rising cities and industries were great agents of social and ecological changes, particularly during the nineteenth century, when mass populations and their effluents were introduced to river environments. Accumulated pollution and disease mandated the transfer of wastes away from population centers. In many cases, potable water for cities now had to be drawn from distant sites. These developments required significant infrastructural improvements, creating social conflicts over land jurisdiction and affecting the lives and livelihood of nonurban populations. The effective reach of cities extended and urban space was remade. By the mid-twentieth century, new technologies and specialists emerged to combat the effects of industrialization. Gradually, the health of urban rivers improved. From protoindustrial fisheries, mills, and transportation networks, through industrial hydroelectric plants and sewage systems, to postindustrial reclamation and recreational use, Urban Rivers documents how Western societies dealt with the needs of mass populations while maintaining the viability of their natural resources. The lessons drawn from this study will be particularly relevant to today's emerging urban economies situated along rivers and waterways.

Urban Rivers: Remaking Rivers, Cities, and Space in Europe and North America

Most people equate Los Angeles with smog, sprawl, forty suburbs in search of a city-the great "what-not-to-do" of twentieth-century city building. But there's much more to LA's story than this shallow stereotype. History shows that Los Angeles was intensely, ubiquitously planned. The consequences of that planning-the environmental history of urbanism—is one place to turn for the more complex lessons LA has to offer. Working forward from ancient times and ancient ecologies to the very recent past, Land of Sunshine is a fascinating exploration of the environmental history of greater Los Angeles. Rather than rehearsing a litany of errors or insults against nature, rather than decrying the lost opportunities of "roads not taken," these essays, by nineteen leading geologists, ecologists, and historians, instead consider the changing dynamics both of the city and of nature. In the nineteenth century, for example, "density" was considered an evil, and reformers struggled mightily to move the working poor out to areas where better sanitation and flowers and parks "made life seem worth the living." We now call that vision "sprawl," and we struggle just as much to bring middle-class people back into the core of American cities. There's nothing natural, or inevitable, about such turns of events. It's only by paying very close attention to the ways metropolitan nature has been constructed and construed that meaningful lessons can be drawn. History matters. So here are the plants and animals of the Los Angeles basin, its rivers and watersheds. Here are the landscapes of fact and fantasy, the historical actors, events, and circumstances that have proved transformative over and over again. The result is a nuanced and rich portrait of Los Angeles that will serve planners, communities, and environmentalists as they look to the past for clues, if not blueprints, for enhancing the quality and viability of cities.

Land of Sunshine: An Environmental History of Metropolitan Los Angeles

Since its settlement in 1630, Boston, its harbor, and outlying regions have witnessed a monumental transformation at the hands of humans and by nature. Remaking Boston chronicles many of the events that altered the physical landscape of Boston, while also offering multidisciplinary perspectives on the environmental history of one of America's oldest and largest metropolitan areas. 

Situated on an isthmus, and blessed with a natural deepwater harbor and ocean access, Boston became an important early trade hub with Europe and the world. As its population and economy grew, developers extended the city's shoreline into the surrounding tidal mudflats to create more useable land. Further expansion of the city was achieved through the annexation of surrounding communities, and the burgeoning population and economy spread to outlying areas. The interconnection of city and suburb opened the floodgates to increased commerce, services and workforces, while also leaving a wake of roads, rails, bridges, buildings, deforestation, and pollution.

Profiling this ever-changing environment, the contributors tackle a variety of topics, including: the glacial formation of the region; physical characteristics and composition of the land and harbor; dredging, sea walling, flattening, and landfill operations in the reshaping of the Shawmut Peninsula; the longstanding controversy over the link between landfills and shoaling in shipping channels; population movements between the city and suburbs and their environmental implications; interdependence of the city and its suburbs; preservation and reclamation of the Charles River; suburban deforestation and later reforestation as byproducts of changing land use; the planned outlay of parks and parkways; and historic climate changes and the human and biological adaptations to them.

Remaking Boston: An Environmental History of the City and Its Surroundings

Throughout history, rivers have run a wide course through human temporal and spiritual experience. They have demarcated mythological worlds, framed the cradle of Western civilization, and served as physical and psychological boundaries among nations. Rivers have become a crux of transportation, industry, and commerce. They have been loved as nurturing providers, nationalist symbols, and the source of romantic lore but also loathed as sites of conflict and natural disaster.Rivers in History presents one of the first comparative histories of rivers on the continents of Europe and North America in the modern age. The contributors examine the impact of rivers on humans and, conversely, the impact of humans on rivers. They view this dynamic relationship through political, cultural, industrial, social, and ecological perspectives in national and transnational settings. As integral sources of food and water, local and international transportation, recreation, and aesthetic beauty, rivers have dictated where cities have risen, and in times of flooding, drought, and war, where they've fallen. Modern Western civilizations have sought to control rivers by channeling them for irrigation, raising and lowering them in canal systems, and damming them for power generation. Contributors analyze the regional, national, and international politicization of rivers, the use and treatment of waterways in urban versus rural environments, and the increasing role of international commissions in ecological and commercial legislation for the protection of river resources. Case studies include the Seine in Paris, the Mississippi, the Volga, the Rhine, and the rivers of Pittsburgh. Rivers in History is a broad environmental history of waterways that makes a major contribution to the study, preservation, and continued sustainability of rivers as vital lifelines of Western culture.
