Although the winds have died down considerably in much of the county, tens of thousands of people living in San Diego County remain without power this morning. Several school districts in the East County will be closed again today because of power shutoffs. San Diego County supervisors have approved a new policy calling on the sheriff's office to no longer voluntarily transfer detainees into ICE custody.

The Escondido city council will ratify a proclamation and move to earmark $4,000,000 from city reserves to address impacts of bacterial contamination in the local waterway. The man mauled to death by his dogs at a Mira Mesa Park has been identified as Pedro Luis Ortega. A new bird flu study from the Scripps Research Institute in La Jolla shows the virus strain has the potential to spread more easily between people. The City of San Diego is continuing its investigation into the potential third parties' responsibilities, after they countersued flood victims for not maintaining their drainage facilities. Students in the south bay, will now be able to get their bachelor's degree from Cal State San Marcos at Southwestern College through the a new program.
