Although the winds have died down considerably in much of the county, tens of thousands of people living in San Diego County remain without power this morning. Several school districts in the East County will be closed again today because of power shutoffs. San Diego County supervisors have approved a new policy calling on the sheriff's office to no longer voluntarily transfer detainees into ICE custody.

The Escondido city council will ratify a proclamation and move to earmark $4,000,000 from city reserves to address impacts of bacterial contamination in the local waterway. The man mauled to death by his dogs at a Mira Mesa Park has been identified as Pedro Luis Ortega. A new bird flu study from the Scripps Research Institute in La Jolla shows the virus strain has the potential to spread more easily between people.
