Although the winds have died down considerably in much of the county, tens of thousands of people living in San Diego County remain without power this morning. Several school districts in the East County will be closed again today because of power shutoffs. San Diego County supervisors have approved a new policy calling on the sheriff's office to no longer voluntarily transfer detainees into ICE custody.

The Escondido city council will ratify a proclamation and move to earmark $4,000,000 from city reserves to address impacts of bacterial contamination in the local waterway. Hundreds of legal claims from people who say they were sexually abused by members of the clergy have forced the Roman Catholic Diocese of San Diego to file for Chapter 11 bankruptcy. Negotiations are now underway between Food4Less and the union representing thousands of their workers, who could be on the verge of a strike. Starting in August, bar and restaurant owners in Encinitas will have to pay $2.50 per square foot of public space they use each month if they want to keep their outdoor dining areas.
