This week, COP28 starts in Dubai. The conference will be chaired by Sultan Ahmed al-Jaber, who happens to be the head of the United Arab Emirates’ state oil company. Leaked documents suggest al-Jaber might even be using the climate summit as an opportunity to strike bilateral deals on fossil fuels. So is this year’s COP a farce?
