It’s a xenophobic reinterpretation of so-called “Voter ID” laws which conservatives have pushed for decades to reduce the voting power of mostly poor and minority communities. They believe that high voter turnout in elections benefits Democrats. The Senate is debating the SAVE act today, it’s already passed through the House.
