President Joe Biden urged Congress to pass federal voting rights legislation during a speech in Philadelphia. Biden called the issue a “test of our time” and said “we are facing the most significant test of our democracy since the Civil War.” The speech came as Texas House Democrats fled the state and traveled to Washington, D.C. in an effort to halt state Republicans from passing a new restrictive voting law.
