Trump aid freeze, India stampede, immigration raids and Congo violence

A federal judge has paused President Donald Trump's attempt to freeze hundreds of billions of dollars in federal aid, minutes before it was due to take effect. At least seven people have died after a stampede at the Maha Kumbh Mela festival in northern India. Trump's top homeland security official has joined officers for an immigration arrest in New York City, the latest effort to promote the president’s nationwide crackdown. And Rwandan-backed M23 rebels look to have consolidated their control over Goma in eastern Congo, after marching into the city on Monday.
