The Public Health Official's Crisis Communication Guide Applying DBT Emotion Regulation and "Check the Facts" to Deliver Clear, Calm Information During a Public Health Emergency

Consider what you're asking one sentence to survive.

It has to pass through frightened minds. Compressed attention. Noisy channels. Institutional distrust that predates you by decades. And genuine, irreducible uncertainty about the thing itself.

Then it has to arrive intact enough that somebody can decide what to do next.

That is a demanding route for a sentence, and most of them don't make it.

You enter that route carrying a technical burden. Case definitions. Exposure windows. Confidence intervals. Laboratory limitations. The administrative logic behind why the advisory says what it says.

The public arrives from somewhere else entirely.

Is my child safe. Can I use the tap water. Does this cough mean I need to be seen. Should I miss work. My sister sent me something alarming — is it true.

Neither set of questions is naive. That's the part worth sitting with.

Gideon Novak's argument is that effective crisis communication translates between those two worlds without insulting either one — and that doing it under pressure is an emotion-regulation problem at least as much as a messaging problem.

Chapter 1 lays out the stakes and, more importantly, why communication fails in crises — the specific failure modes, not the general lament.

Chapter 2 defines what actually constitutes a public health emergency, and why the definition matters operationally.

Chapter 3 takes on the human element: fear, uncertainty, anxiety, and public reactions to threat. What the fear is doing in the moment, and a smaller next step than "just push through."

For officials who came looking because the standard communications training already failed them under real conditions, and who want structure and worked examples rather than slogans.

The science was never the hard part. Getting it to land was.
