In the jungle hell of Vietnam, a veteran thinks up the deal of a lifetime and then makes it happen. In doing so, he sets off a chain of events on two continents. Over the next thirty years, people are killed in different parts of the world without anyone understanding who killed them or why.

Meanwhile, the British Ministry of Defence searches for missing chemical weapons in the rolling hills of Scotland and the ocean is scoured for a ship carrying nuclear waste.
