John L. Leal is almost unknown, but one of the most important public-health revolutions in American life runs through his decision.

In 1908, Jersey City’s water supply was on trial. The city had demanded water that was “pure and wholesome,” but the new Boonton Reservoir still carried the invisible threat of typhoid and other waterborne disease. A court ordered the water company to fix the problem with sewers — or with “other plans or devices.”

Leal chose chlorine.

At the time, the idea was frightening. Chlorine was associated with poison, bleach, harsh chemicals, and industrial danger. Critics argued that adding it to drinking water was risky, unnatural, and might hide deeper pollution instead of solving it. Leal, a physician and public-health officer, understood the opposite: water that looked clean could still kill, and a carefully measured disinfectant could make invisible safety possible.

Working with sanitary engineer George W. Fuller, Leal helped launch the continuous chlorination of the Jersey City water supply from Boonton Reservoir, one of the turning points in modern American public health. What followed was not only a technical breakthrough, but a legal, scientific, and moral battle over whether water treated with something feared as poison could still be called pure.
