Yara Graveport keeps the fog signal, and she knows the one truth the blind white coast never bends. In real fog the light is useless. No one sees it. Now her father is dead, the light station has fallen to her, and there is nowhere else to stand. So she rides back into the fog, telling herself she will keep the light, settle the station, protect her sister and her six-year-old niece, and not go anywhere near Cormac Nyeson. She is wrong about the last part. She was always wrong about that one thing.
Because the proof five years ago was a frame. Cormac never touched the other woman. A coast smuggler named Hakim Tullwick staged the whole night to sever the one bond that could ever see him clearly, and Cormac, the officer the Silent Sons call Hard Slate, let Yara go rather than drag her into the danger, and never gave her the truth or the choice. That silence is the wound he owns. His obsession never lapsed, not for one day of the five years she was gone, and now the same relentless force that once broke her is the thing that will not let her be hurt again. It drives him to tear the frame apart, to expose what Hakim did, and to win her back the only way she will accept it, in deeds and out loud, with the whole truth and not one lie.
Hakim is running false signals off the rocks to wreck and rob the boats that trust them, and he wants the station, the coast route, and everything Cormac guards. When he reaches for Yara's niece, the keeper stops armoring and goes to war on her own terms, with her read of the fog and the water and the true count against his false one. Cormac has to keep the signal sounding true, no silence and no lie, until she trusts it enough to come in.
A true signal calls a lost boat home. The question is whether Yara can learn to trust one again, and whether the man who once ran her onto the rocks can be the sound that finally brings her back through the blind.
