It can be used as a simple greeting, an ice-breaker leading to conversation on other matters, or a default subject when conversation falters.

#4 The rules of English weather-speak are complex, and there are often exceptions and subtle variations. You must always agree with factual statements about the weather, even when they are obviously wrong. However, you may express personal likes and dislikes that differ from those of your companions.
